Founded in 1919 by Rudolf Kotter at the old harbor and continued in 1922 by his two sons, Hermann and Bernhard, the company built and repaired primarily wooden ships and barges until 1939. In addition to 10 shipbuilders, another 5 employees worked in the adjoining sawmill.
A few years after the Second World War, merchant Adolf Kotter and master shipbuilder Bernhard Kotter joined the company. In addition to the change in management, there were also changes in shipping. While previously horse-pulled barges had primarily been in demand, the focus now shifted to steel and the motorization of ships. In addition to repairs and motorization, the Kotter shipyard's first new steel ship, the bunker boat "Esso Haren," was launched in 1960.
